Government Housing Assistance: Up to RM20,000 Subsidy for Building a House on Your Own Land

The Malaysian government offers housing aid or subsidies of up to RM20,000 for eligible individuals to build a house on their own land.

This program is managed by Syarikat Perumahan Negara Berhad (SPNB), a government-owned housing development company under the Ministry of Local Government Development (KPKT) since 1997.

The goal is to provide affordable and high-quality housing for eligible Malaysian households.


Rumah Mesra Rakyat (RMR) Program

The Rumah Mesra Rakyat (RMR) program is designed to assist low-income individuals or families who do not own a house or are living in dilapidated housing but have their own land suitable for construction.


Eligibility Criteria

Applicants must meet the following requirements set by SPNB and KPKT:

Malaysian citizen.
18 years old and above.
Monthly household income below RM3,000.
Applicant and spouse do not own a house or are living in a dilapidated home.
The land must be suitable and free from any mortgage or legal burden.
If the applicant is not the landowner, they must obtain written permission from the landowner.
Minimum land size required: 3,600 sqft.

How to Apply for the RMR Program

Applications can be made in two ways: Online or Manual Submission.

1. Online Application

  1. Visit SPNB’s RMR application portal: https://rmr.spnbonline.com.my.
  2. Click “New Registration” and complete the registration form.
  3. Your User ID and Password will be sent to your email.
  4. Log in to the SPNB portal using the provided credentials.
  5. Complete the application form and submit it.
  6. Print the completed application form.
  7. Submit the printed form along with the required documents to the nearest SPNB office.

2. Manual Application

  1. Obtain the application form from an SPNB branch.
  2. Fill in the form completely.
  3. Submit the form along with the required documents to an SPNB branch.

Required Documents

Applicants must provide the following documents:

✔️ Copy of applicant and spouse’s MyKad.
✔️ Copy of landowner’s MyKad (if applicable).
✔️ Copy of MyKad for second applicant (if applicable).
✔️ Copy of latest land title grant and official land search certificate from the Land Office.
✔️ Latest 3-month salary slip OR Statutory Declaration of Income (for self-employed applicants).
✔️ Statutory Declaration OR Official Letter confirming that the applicant does not own a house or lives in a dilapidated home.
✔️ Statutory Declaration from the landowner allowing the applicant to use the land.
✔️ Marriage certificate (if applicable).
✔️ Site assessment report with photographic evidence of the land.

Important Note:

  • Income verification, homeownership verification, or dilapidated home status must be certified by the Village Head, Penghulu, or a Class A Professional Officer.

Approval & Construction Process

✔️ Application processing time: Up to 3 months from the submission date.
✔️ Approval depends on available government funding.
✔️ Construction period: Up to 18 months from the date of land handover and agreement signing.
